520			_aCet article dessine l’itinéraire, en Inde, de l’idée d’une démocratie locale permettant la participation directe des citoyens à la prise de décision. Cette idée est portée par différents leaders et partis politiques, du Mahatma Gandhi (dans les années 1930) à Rajiv Gandhi (dans les années 1990). L’article analyse les fluctuations du contenu de cette idée, et notamment son va-et-vient entre une interprétation « politique » et une interprétation « apolitique ». Il décrit la synthèse opérée entre ces deux interprétations dans les années 1990, alors qu’une forme directe de démocratie locale est enfin mise en œuvre dans les villages, mais aussi dans les villes.

This idea is supported by various political leaders and parties, from M. K. Gandhi in the 1930s to R. Gandhi in the 1990s. The article analyses the shifts in the content of that idea, from a “ political ” interpretation to an “ apolitical ” one. Finally it argues that the implementation of a direct form of local democracy, in villages but also in cities, from the 1990s onwards, actually merges these two interpretations.
