Au-delà des données macroéconomiques, l’analyse du gap passe nécessairement par un examen des modes d’organisation et de production des connaissances, qui seul permet d’appréhender le niveau de maîtrise des savoirs et des technologies, depuis leur développement jusqu’à leurs usages concrets. L’exploitation des listes américaines de technologies clés dans le domaine militaire (les MCTL) permettra d’illustrer cette étude, en mettant en évidence les méthodes utilisées par le Pentagone pour évaluer le niveau de maîtrise technologique au niveau mondial. | ||
| 520 | _aThe Transatlantic Technological Gap : Between Myth and Reality This article offers a study of the transatlantic scientific and technological gap, starting from a combination of elements, such as fund differentials in Research and Development (R&D) and the management of intangible assets (production of knowledge and competences). Beyond macroeconomic data, the analysis of this gap requires a study of organisation methods and knowledge production, which allows to grasp the level of mastery of these technologies, from their development to their concrete usage. Finally, the analysis of Military Critical Technology Lists (MCTL), which are highly important in the military domain, will illustrate this study by highlighting the methods used by the Pentagon to evaluate how technologies are handled on a world scale. | ||
