À travers ce processus, c’est plus généralement le mouvement de bureaucratisation propre à l’ère néolibéral qui est appréhendé. En particulier, il est rendu compte de la façon dont la rationalité managériale et le formalisme sont imposés par le Fonds mondial, par des techniques à la fois incitatives et répressives. Dans un deuxième temps, nous montrons que ces procédures font l’objet d’appropriations en fonction des logiques propres à l’administration béninoise. De ce point de vue, le rôle de « professionnel.le.s de l’action publique » est décisif. Individus appartenant à un groupe social favorisé, ils renforcent leurs positions par leur participation à des programmes internationaux, tout en luttant pour redéfinir les principes du fonctionnement de leur administration. | ||
| 520 | _aBased on a field survey and interviews with Global Fund officials, this article examines the dissemination of a specific public policy instrument (“Results-Based Management”) in the health context in Benin. Through this process, we can analyze more generally the movement of bureaucratization specific to the neoliberal era. In particular, I focus on the way in which managerial rationality and formalism are enforced by the Global Fund through both incentivizing and repressive techniques. I then show that these procedures are appropriated according to the logic of the Beninese administration. From this point of view, the role of “public policy professionals” is decisive. Belonging to a privileged social group, they strengthen their positions through their participation in international programs, while striving to redefine the principles of the functioning of their administration. | ||
