It proceeds in two steps. First, the author looks at the historical evolution of the external voting debate in Mexico. Second, it examines different hypotheses explaining the weak turnout among Mexicans abroad. The article concludes by showing that the right to vote from abroad performs primarily a symbolic function within Mexican politics.
