520			_aTen Theses on the Issue of the European StateThis article presents and comments on the following proposals : that a shared public culture and common historical memory be matched up with the legal community of the Union so as to allow the advent of a political community ; that a deliberative power be exercised through a system of national parliaments linked to each other and to the European Parliament ; that the Union favour a parliamentary representation of socio-economic and cultural interests alongside its political representation ; that its public space be governed by an Audiovisual European Charter stating the missions and responsibilities of the media ; that an unconditional right to a minimum income be recognised for all adult citizens.
