520 _aThis article analyzes the failure to implement the gender quota policy in Burkina Faso. Taking the instrumentation of public action as the framing concept, the objective is to explain why normative changes did not result in a greater number of women being elected in the 2020 legislative elections. The approach focuses on the resistance strategies used by actors when faced with the instruments at the time of formulation and implementation. The article shows that the accumulation of instrumental innovations does not always have an impact on target groups and can sustain political inertia.
