520 _aThis paper analyses the categories of thoughts and action mobilized since the 80’s until the early 2000’s by the local public policies in order to recognize Hip-Hop dance as an artistic practice. Since the early 80’s, while large council housing estates appeared as « no-go » areas, in lack of citizenship, even communitarians, Hip Hop dance associated to « urban cultures » has been perceived as a means of integration for young people of the working-classes. Dancers and choreographers with the help of youth institutions and local representatives have been asked to represent the models of the « Republican Pact ».
