520 _aPublic « political » organizations are concerned with the so-called wasting and control crisis. These organization supervision is problematical-their finality is « general interest », this concept is neither stable nor meaningful, the evaluation of the impact for policies carried out on the community is difficult, and the only formal controls generally just lead to a pseudo-control. Actually, drifts (non-realistic or over-developed projects) are limited, so it can be supposed that more important autocontrol structures exist, than those supposed either in the literature or in the philosophy of the subordinate of the executives to politics. In order to verify this hypothesis, we conducted a qualitative study in two chambers of commerce and industry: one does not perfectly operate, the other one seems to be correctly functionning.
