520 _a‪Throughout the economic crisis of 1846-47, when the départements were experiencing a flurry of severely repressed riots and incidents linked to subsistence issues, the comparative calm of the Parisians may and should seem surprising. This article seeks to explain this by examining, the hitherto underexplored measures taken by the ‪‪préfet‪‪ Rambuteau and the municipality to keep bread affordable for the poorest half of the Parisian population. This paper also considers why a few years later, when faced with an equally severe crisis, the Baron Haussmann nevertheless refused to follow the example of his predecessor and introduce a system of ‘supplementary bread vouchers’.‪
