Due to its rapid evolution, Belgium’s international policy can be analyzed through the lens of “para-diplomacy”, a concept developed by international relations specialists. This article focuses on the case of the French Community and its interactions with European Communities, tracing the stages of the evolution of Francophone Belgian para-diplomacy since 1970. This chronological approach, which highlights the gradual appropriation of international powers by a federated entity within a changing Belgian institutional context, allows for an assessment of the relevance of applying this concept to the Belgian case.
