520 _aThe main question this article aims to answer is how, despite the complex internal dynamics and politics, the EU manages to influence cyber policies at the international level. The article argues that the EU’s success in navigating the evolving cyber governance regime is driven by its maturity in different cyber policy areas, such as resilience, defence, crime and diplomacy. The policy maturity is assessed on the basis of three key elements: policy scope and depth, institutional landscape, and resources. As this article demonstrates, the overall level of the EU maturity in the cyber domain has increased over the past decade. It concludes that the higher the maturity of the EU’s cyber policy field, the higher its impact at the international stage. The analysis presented in this article is based on the primary sources, official documents and author’s observations resulting from the active involvement in the EU’s cyber policy between 2012 and 2023.
