C’est durant la Seconde Guerre mondiale que s’élaborent, à l’initiative des Américains, les institutions appelées à orienter et à encadrer les relations monétaires internationales au lendemain des hostilités. À Bretton Woods, en 1944, sont conclus les deux accords qui donnent naissance au Fonds monétaire international et à la Banque internationale de reconstruction et de développement. Toutefois, l’évolution des conditions économiques et politiques, après 1945, empêche la pleine réalisation de l’ordre monétaire dessiné à Bretton Woods. Si l’universalisme ne disparaît pas, le régionalisme, incarné en particulier par l’Union européenne des paiements, représente une formule réaliste pour faire face à la situation dramatique qui prévaut en Europe. | ||

Nevertheless, the evolution of the economic and political conditions after 1945 hindered the full achievement of the international monetary order elaborated at Bretton Woods.
