Ensuite, le texte interroge les raisons de l’insuccès du développement bien que les ODD aient ciblé le combat contre la pauvreté et la faim et pour des partenariats mondiaux. Il leur manque une dimension stratégique. La Banque mondiale ne peut y remédier avec son cadre d’analyse éloigné du monde réel, celui de rivalités acharnées mettant en péril l’habitabilité de la terre.
