520			_aLes instruments d’action publique peuvent selon nous participer à l’émergence des problèmes publics et à leur inscription parmi les préoccupations d’acteurs institutionnels. Dans cet article, notre objectif est de comprendre le rôle et les limites d’un outil informatique dans la mise à l’agenda administratif d’une problématique telle celle du non-recours aux droits. Notre hypothèse est que s’il peut être producteur d’une représentation spécifique de cette question peu visible et avoir des effets d’agrégation autour d’elle, l’outil informatique ne peut porter à lui seul la mise à l’agenda du non-recours – problématique encore conflictuelle et surplombée par des enjeux institutionnels contradictoires –, ni transformer unilatéralement les modes de faire des organismes sociaux concernant la limitation du phénomène et, plus globalement, concernant la réalisation quotidienne de leurs missions auprès des ressortissants de l’action publique.
520			_aThe informatization of the non take-up (NTU) of benefitsWe argue that the instruments of public action can participate to public issues emerging and being placed among the concerns of institutional actors. In this article, our aim is to understand the role and the limits of an IT tool in the administrative agenda setting of an issue such as the one of non take-up (NTU) of benefits. Our hypothesis is that though it can produce a specific representation of this invisible question and can have aggregate effects around this question, IT alone cannot be responsible for the agenda setting of NTU – a question that is still a source of conflict and includes contradictory institutional stakes –, nor can it unilaterally transform the methods of action of social institutions with regard to NTU limitation and, in a more general way, to the everyday carrying out of their mission with respect to the policy’s beneficiaries.
