520 _aIntervention research conducted during the first wave of the Covid-19 pandemic showed that the implementation of design theory in crisis management situations allows unprecedented operational forms to emerge. The article shows how a collective actor possessing an inventive mind is a “creative and activating war room,” able to support, articulate, and even initiate creative, if not dispersed, forces. Particularly, this form of crisis management is compared to the control cells that are classically described in the literature.
