520 | _aThis contribution distinguishes forward-looking and prescriptive guidance during the elaboration of regional planning and development schemes. On the basis of a study conducted between 2012 and 2018 among French regional council territorial managers, it examines the way in which territorial actors are utilized through the analysis of two organizational arrangements implemented by a French administrative region: a collège de prospective and its workshops, and a network of associated public bodies. The contribution shows that there are tensions between these two forms of guidance, particularly impacting the co-construction process, as well as the nature of the prescription relationships between the different actors involved. | ||
