520 _aThe demands of the Great War exposed the fragility of the Italian consular apparatus in France, forcing consuls to adapt. Far from reacting with a single voice to the mobilization of Italy and taking a homogeneous approach to immigrants, Italian consuls adopted a variety of attitudes, highlighting both the heterogeneity of Italian colonies in France and the diversity of consuls’ profiles. The institutionalization of the Italian colonies, accelerated during the war, thus appears as much a process desired by the consuls as one undertaken by the colonies themselves to make up for the inaction of other consuls.
