La sensation étant source première des pensées et des passions, l’imagination apparaît d’abord comme secondaire. Pourtant, Hobbes décrit aussi la sensation comme une forme d’imagination (fancy). Ainsi, mémoire, passions, jugement, discours mental, etc. ne s’opposent pas à l’imagination, mais en constitueraient des modalités. L’imagination serait moins une faculté instrumentale que la source des associations et des significations qui nous constituent. D’où l’attention précise de Hobbes au travail de l’imagination, dont il faut mesurer les conséquences épistémiques : elle assure notre rapport au réel, mais ne peut en garantir la certitude.
