520			_aÀ la fin du xvie siècle, la monarchie hispanique s’interroge sur les moyens de mettre fin à la rébellion des Hollandais et de restaurer l’unité politique et religieuse de ses Pays-Bas. Elle reçoit et examine, dans cette optique, des projets arbitristes, basés sur la guerre économique et sur la redéfinition de sa politique commerciale et de celle des Pays-Bas avec leurs voisins. L’analyse de ces projets permet de comprendre comment la monarchie hispanique élabore sa réflexion stratégique et sa politique hégémonique à partir de projets individuels, et de suivre le processus décisionnel au sein des arcanes du système impérial, entre la Cour d’Espagne et la capitale secondaire de Bruxelles. Elle montre aussi comment s’expriment leurs auteurs, qui se posent en serviteurs zélés du souverain, et comment et la monarchie hispanique régule ce discours politique.

It is addressed and examines, in this prospect, arbitration projects that rely on trade war and on the redefinition of their commercial policy and of that of the Netherlands with their neighbours. The analysis of these projects provides an insight into how the Spanish monarchy develops its strategic reflection and its hegemonic policy through individual projects, and permits to follow the decision-making process through the intricacies of the imperial system, between the Spanish Court and Brussels, their secondary capital. It shows also how their authors, who pose as zealous servants of the sovereign, express themselves and how the Spanish monarchy regulates this political rhetoric.
