520			_aÀ partir du cas des perturbateurs endocriniens, l’objectif de cet article est de proposer une démarche d’analyse des politiques de santé environnementale récentes qui tendent à individualiser la gestion de risques pourtant ubiquitaires. Pour saisir ce phénomène, nous développons une approche communicationnelle globale attentive à la construction des perturbateurs endocriniens comme problème public, à sa prise en charge institutionnelle et aux appropriations des instruments d’action publique dont il fait l’objet. L’intérêt de cette approche est de pouvoir disposer d’un cadre compréhensif complet des politiques publiques de santé, qui ne se limite pas à l’étude des seuls instruments, de leur appropriation, mais saisit ces éléments ensemble dans une perspective diachronique.
520			_aDrawing on the case of endocrine disruptors, this article aims to propose an analytical approach to recent environmental health policies that tend to individualize the management of risks that are nonetheless ubiquitous. To analyze this phenomenon, we develop a comprehensive communication-based approach to environmental health policies, focusing on the construction of endocrine disruptors as a public problem, their institutional framing, and the appropriation of public tools of government. The value of this approach lies in its capacity to offer an integrated analytical framework for public health policies—one that does not isolate instruments from their reception, but rather considers them together in a diachronic perspective.
