| 520 | _aL’Éthiopie a connu à partir de 2014 des bouleversements politiques de grande ampleur, qui ont conduit en 2018 à la chute du régime en place depuis 1991, puis à l’éclatement, en novembre 2020, d’un conflit armé dévastateur entre ces autorités déchues repliées dans leur région d’origine, le Tigré, et le nouveau pouvoir fédéral. L’article mobilise les observations réalisées lors d’un séjour au sein de la communauté diplomatique étrangère résidant à Addis-Abeba (2014-2018) afin de rendre compte de la façon dont les chancelleries occidentales sur place ont analysé les risques de déstabilisation politique, et ont pourtant échoué à éviter la guerre. Il éclaire les événements qui, dans la pratique quotidienne, retiennent l’attention de cette communauté diplomatique lorsqu’elle s’interroge sur l’avenir politique du pays à court terme et sur les risques d’instabilité qui le guettent. Ce faisant, il entend donner un sens plus concret aux choix et dilemmes des diplomates opérant dans un pays qui s’engage sur le chemin de la guerre civile. | ||
| 520 | _aFrom 2014 onwards, Ethiopia underwent major political upheaval, leading in 2018 to the fall of the regime that had been in power since 1991 and the outbreak in November 2020 of a devastating armed conflict between the deposed authorities, who had withdrawn to their home region of Tigray, and the new federal government. The article draws on observations made during a stay within the foreign diplomatic community based in Addis Ababa (2014-2018) to account for how foreign chancelleries on the ground analyzed the risks of political destabilization yet failed to avert war. It sheds light on the events that, in day-to-day practice, attract the attention of diplomats when they seek to anticipate the country’s short-term political future and the risks of instability that lie ahead. In so doing, the article aims to offer a more concrete understanding of the choices and dilemmas faced by diplomats operating in a country moving toward civil war. | ||
