520 _aDrawing on an institutionalist perspective, in this article we examine the organizational model and the modes of governance of telemedicine. Based on a survey of private practitioners, it aims to explain the limited development of telemedicine within ambulatory care in private practice in France. Our findings reveal a key paradox: The main explanations put forward in public debates (technological barriers, acceptability problems) differ from those given by practitioners. While the institutionalization of telemedicine is supposed to eliminate obstacles to its development, this study suggests that it is in fact an obstacle in itself. JEL Codes: B50, I11, I18
