520 _aThe present report is a study of the effect, both economically and politically, of Libya joining the Euromediterranean Partnership. Commercial relationships between Libya and the European Union are substantial. However, the attractiveness of the Libyan market has recently been enhanced by the adoption by Libya of foreign investment policies. Accession to the Barcelona process by Libya will help strengthen economic relations with other Mediterranean countries. However, even with favorable economic conditions, political obstacles can still block the integration of Libya into the regional process. The principal constraints are directly linked to the lifting of United Nations sanctions, the Libyan political system as it exists, and the position the Arab League with respect to Israel.
