520 _aWhen Bonaparte decided to invade England, he decided in 1803 that he needed 400 gunboats ( bateaux canonniers) and 190 gun sloops ( chaloupes canonnières). The French channel ports however were in no state to be able to absorb such large numbers of small vessels. How did this project come into existence? What obstacles did the construction of the two flotillas encounter? The analysis here of the design, development and final failure of this huge construction project sheds important light on why the French plans to invade England were ultimately unsuccessful.
