520 _aDespite its increased centralization in the wake of 9/11, the US intelligence community (IC) remains unable to operate as an integrated and coherent whole. In the face of this recurring problem dating back to Pearl Harbor, the 2004 compromise has failed to give the new role of director of national intelligence the necessary authority to manage this heterogeneous entity in a rational manner. Combined with an unprecedented influx of funds, this lack of efficient leadership has prompted uncontrolled growth, which, today, appears as an additional hurdle to the integration of the IC.
