520 _aCities are key actors for development on the international scene. For some years now, cities have been gathering in groups or associations to coordinate exchanges and reinforce their relationship and cooperative bonds, as well as lobbying. However, far from questioning the importance of state actors in an international context and stimulating the insertion of the local into the global, city networks tend nowadays to cooperate on limited projects, within the framework of so-called traditional cooperation. This article focuses on a new model of horizontal cooperation, which is said to be “alliance-based,” conceived and implemented by the Euro-Latin American Alliance for Cooperation among Cities (AL-LAs). The main objective is to shed light on new directions for city-to-city cooperation.
