| 520 | _aRésuméL’article analyse les controverses en matière de politique économique qui, au cours de l’année 1990, concernait la transformation de l’économie socialiste de la RDA en une économie de marché et son intégration dans l’espace économique de l’Allemagne unifiée. Il aborde notamment les modalités de l’union économique, monétaire et sociale du 1er juillet 1990 qui a préparé l’unification politique du 3 octobre. Parmi les enjeux cruciaux figuraient la politique de privatisation de l’économie de la RDA par la Treuhandanstalt et les formes de financement des coûts de l’unification. Le positionnement des principales forces politiques ouest et est-allemandes par rapport à ces enjeux est aussi bien évoqué que celui des experts économiques ou des institutions comme la Bundesbank. Dans l’ensemble, la stratégie de transformation a pris la forme d’une « thérapie de choc » pour l’Allemagne de l’Est, marquée par un optimisme exagéré dans les forces d’autorégulation du marché et des résultats mitigés. | ||

The article especially analyses the details of the economic, monetary and social union of July 1, 1990 that prepared the October 3 political union. Crucial issues were privatizing the East-German economy and financing the unification costs. The positions of the main political forces in East- and West-Germany as well as those of economic experts and institutions such as the Bundesbank were some of the crucial issues. Overall, the transformation was done as a « shock-therapy » for East Germany, characterized by an excessive optimism in the market’s ability to self-regulate and with mixed results. | ||
