To understand why, we need to study the “Belle Époque,” when gangs of young people troubled the country as a whole, much like the “Apaches” in Paris. They lived by theft, crime, and prostitution. The creation of child tribunals owes much to the first international congress of child tribunals, held in Paris in 1911. There, magistrates opted for educational measures rather than repression. The spirit of this congress was the foundation stone of child protection in France. | ||
