Puis, cette réforme est annulée en 2008, afin cette fois-ci de renforcer le soutien à l’export. Comment expliquer ce revirement, qui coïncide avec des phases d’alternance politique, ce alors que la littérature considère la politique de défense comme insensible aux changements de majorité ? Grâce à l’approche programmatique, cet article montre que le contenu du changement s’explique par la politisation de la répartition des fonctions de contrôle et de soutien des ventes d’armes par des acteurs politico-administratifs. Toutefois, l’alternance seule n’explique pas le timing du changement, il faut pour cela porter attention aux rapports de force entre acteurs. | ||

This reform is later cancelled in 2008, with then the aim to reinforce export promotion. How can we explain such a reversal, which coincides with a change of the political party in power, although the literature sees defence policy as unaffected by changes in political majority? Thanks to the programmatic approach, this article shows that the content of change is best explained by the politicization by administrative and political actors of the allocation of export control and promotion functions. However, the change in political majority cannot explain the timing of change. For this, it is necessary to study power struggles among actors. | ||
