Dans les années qui ont suivi, des administrateurs locaux ont été chargés de rédiger des rapports sur cette catégorie administrative. Sous l’Empire napoléonien, cette politique a été appliquée aux départements annexés. À partir de l’apparente plasticité de la catégorie « esprit public », on interroge le sens que lui ont attribué les divers administrateurs, et les outils qu’ils ont utilisés pour l’objectiver. Le cas des trois départements italiens des Apennins, de Gênes et du Taro permet de rendre compte de la manière dont cette politique, forgée en France sous la République, a été adaptée dans un contexte d’annexion et hors du système républicain. Interroger les usages de la catégorie « esprit public » permet de révéler la manière dont les administrateurs ont appréhendé la société sur laquelle reposaient leurs enquêtes.

In the years that followed, local administrators were given the task of drafting reports using this administrative category. Under the Napoleonic Empire, this policy was applied to the annexed departments. From the apparent plasticity of the « esprit public » category, the author examines the meaning attributed to this term by divers administrators, and the tools they used to objectify it. The case of the three Italian departments of the Apennines, Genoa, and Taro makes it possible to account for the way in which this policy, forged in France under the Republic, was adapted in a context of annexation and outside the republican system. By investigating the uses of the « esprit public » category it is possible to show how administrators understood the society on which their surveys were based.
