520			_aÀ la veille de la Révolution, un effort public sans précédent a été engagé en direction de la navigation intérieure. Il a donné naissance à une politique qui privilégie l’action publique et qui a été mise en forme puis en acte par des pratiques gestionnaires dans lesquelles le politique et l’administratif s’imbriquaient fortement. Cette configuration organisationnelle a volé en éclats avec la Révolution. La naissance des Assemblées et d’un pouvoir législatif autonome et prédominant, l’instabilité institutionnelle et les réorganisations fréquentes qu’elle a impliquées, le contexte d’urgence et de pénuries induites par la guerre et la crise économique ont déstabilisé les circuits et les usages institués précédemment. Ces expérimentations organisationnelles ont surtout conduit à une délimitation plus nette des sphères administrative et politique.
520			_aOn the eve of the Revolution, an unprecedented public effort was mobilized on behalf of interior navigation. This gave rise to a policy that favored public action, first in theory, then in act, by management practices in which politics and administration were deeply intertwined. This organizational arrangement was shattered with the Revolution. The creation of the Assemblies and an legislative power at once dominant and autonomous, and the institutional instabilities and frequent reorganizations that this entailed within a context of urgency and of shortages caused by the War and the economic crisis, undermined the network and usages previously instituted. These organizational experiments led above all to a clearer demarcation of the administrative and political spheres.
