Il éclaire et documente cette politique à travers le récit de vie et le parcours d’un administrateur de terrain, El Hadj Koma Coulibaly, le chef de l’arrondissement de Garalo, situé dans la région de Sikasso. Après avoir montré comment la mobilité est inscrite dans la trajectoire personnelle et professionnelle de Koma et de celle de sa famille, l’article étudie son action dans la lutte contre l’exode, ses espoirs, déceptions et désillusions et son regard sur la gestion des affaires publiques par le pouvoir central malien dans les trois premières décennies de l’indépendance. | ||

It sheds light on and documents this policy through the life story and career of a field administrator, El Hadj Koma Coulibaly, head of the Garalo district in the Sikasso region. After showing how mobility is part of Koma’s personal and professional trajectory and that of his family, the article highlights his action in the fight against exodus, his hopes, disappointments and disillusions, and his view of the management of public affairs by Mali’s central government in the first three decades of independence. | ||
