520			_aRésuméTrente ans de travail sur le terrain en promotion de la santé dans une approche communautaire, convainquent l’auteur, que l’abus d’évaluation (tout n’est pas évaluable) rend les structures, notamment associatives, malades, et démobilise les acteurs, confrontés à une technique de contrôle social de plus en plus perverse, sous couvert de comptes légitimes à rendre aux bailleurs de fonds. L’évaluation devenue fin en soi, tueuse du désir d’agir, stérilise le gisement des petites structures du terrain, comme relais empirique-qualitatif des politiques de santé publique en faveur de la population, peu après avoir été célébrées, lors de l’anniversaire de la Loi de 1901, comme joyau de la vie citoyenne. Le dessèchement thanato-scientiste anglo-saxon pressé est à l’œuvre. La seule alternative résistante semble l’expertise profane lente et communautaire.
520			_aAfter thirty years out in the field promoting health care within a community based approach, the author is convinced that the abusive use of evaluation (not everything can be evaluated) engenders a form of sickness in the structures themselves, especially associations, and demobilises the actors who are confronted by an ever more perverse technique of social control under the guise of accounting to the paymasters. Evaluation as an end in itself kills off the desire to act and sterilises the resource represented by the smaller structures out in the field, the empirical and quality oriented relays available to help pursue a policy of public health for the population generally (recently celebrated as being a real treasure of citizenship on the occasion of the centenary of the 1901 French law on associations). This destructive process is a reflection of what we can see happening in the Anglo-Saxon world with what might be termed the thanato-scientistic desiccation of the very substance of health care. The only alternative for resistance would seem to be a slow-moving and community-based expertise.
