L’adaptation du chef de la sécurité urbaine à l’impératif de décentralisation y est plus délicate. Les commissaires italiens, plus faibles dans leur légitimité historique, cherchent les moyens de rehausser leur prestige sans y parvenir véritablement. Pourtant, l’Italie bénéficie de meilleurs atouts dans l’architecture plus décentralisée de son appareil de sécurité publique. Dans aucun des deux systèmes hybrides (civil et militaire) les atouts respectifs ne sont suffisants pour contrer les tendances à la remilitarisation générale des systèmes policiers. | ||
