Cette circulaire nous intéresse d’autant plus que la prison figure rarement à l’agenda politique. Nous proposons de nous pencher sur la genèse de ce texte en partant de trois courants d’idées – restorative justice, victimologie, humanisation de la détention – ayant alimenté un double programme de recherche et d’action publique, lequel, à son tour, a engendré la circulaire. Nous serons attentif non seulement aux (groupes d’) acteurs mais également à l’imbrication des principes, pratiques, dispositifs, modèles théoriques, etc. impliqués dans ce processus. | ||

In trying to understand the circular’s genesis, we examine three currents of thought – restorative justice, victimology, and the humanization of detention – which have nourished both a research program and a public action program. The Ministerial Circular stems from these programs. We shall focus on the (groups of) actors, principles, practices, devices, and theoretical models involved in this process. | ||
