It describes the role of the different actors involved in the educational field: the Tibetan administration and the UNHCR but also, filling part of the gap, political foundations and Churches, which participate in creating a plural and hybrid device, in the middle of which refugees evolve. This case study shows the links that exist between these different actors and the role of the refugees themselves in defining educational frameworks.
