520 _aThis article is based on the analysis of claims processed by the French Social Security Office [ Caisses d’allocations familiales (CAF)]. It shows that the CAFs organized locally to improve the implementation of the law also have the best recourse to judges, thus facilitating an a post e riori control of the law’s application. This is logical if the judicial debate is conceived as a space competing with the organization to determinate individual situations and the meaning of the rule. Indeed, an organization wishing to preserve a monopolistic use of the law will prefer to avoid controversy in the organization itself and in court.
