520 _aElectrical systems based on new renewable energies with variable and unpredictable behaviour are becoming more complex. Maintaining security of supply requires significant changes to the physical structure of power systems. The analysis of the Brazilian case shows us that the height of necessary transformations cannot be addressed by reforms that are limited to changes to the structure of incentive arrangements. The radical nature of the transformations at stake imposes a reform of the regulatory governance structure which brings more elements of coordination and which is capable of guaranteeing the level of investment necessary for the modernization of the networks.
