520 _aThis article analyzes climatization as a process of public action, based on a study of coastal risk management in Charente-Maritime after the Xynthia storm of 2010. The paper first examines the effects of the disaster on the agenda-setting and framing of the risk of marine submersion. In so doing, it shows that whilst the storm contributed to placing the climate issue on the local political agenda, it also favored a “security”-centred framing of the problem. This is reflected in a limited process of climatizing marine submersion policies, one that is then analyzed here. Finally, this text also highlights the logic and modalities of implementations of these policies which vary from one territory to another.
