520 _aThe culture sector, a blurred and shifting category of public action, is envisaged in Brussels via a cross-cutting approach, mainstreaming culture, which aims to take cultural concerns into account in all EU policies. This approach offers the opportunity for culture to unfold beyond its sectoral borders and to amplify its perimeter of action; it also entails risks related to its content and the divergent interests of the many actors who shape and implement it. By including culture within an integrated programming aimed at fostering development in general, the EU’s Cohesion Policy reflects sectoral transgression within cultural action while bringing to light sectorial misalignments between two levels of public action. In so doing, regional actors translate EU orientations into an intersectorality that generally remains incomplete. Called upon to meet multiple objectives, culture does not keep its promises and, consequently, its sphere of influence has shrunk over recent years. These dynamics have strongly influenced the nature of the partnership which supports policy in this field, leaving many cultural actors on the sidelines. Ultimately, the crossing of sectoral borders has resulted in a fragmentation and dilution of the actions carried out. Meanwhile it has widened divides within the cultural field at the regional level.
