520 _aIn the most extreme case—when a new radical change is implemented, such as an environmental protection act—, even so-called “weak actors” within an industry (most of the time, small- and medium-sized low-tech firms; called “basic” firms here) have to engage in a double logic of coordination (intra-firm as well as inter-firm), taking a proactive approach to change at a sustainable cost rather than undergoing a global and destructive reorganization induced by strong actors. Partly based on a stylized fact, this theoretical analysis will propose a series of managerial considerations concerning coordination. One of the principal results is an analytical framework for investigating the weakness of many industrial sectors. We also formulate a hypothesis about a positive correlation between the density of small- and medium-sized basic firms and economic poverty within a single territory.
