520 _aL’objet de cet article est de montrer que le vaccin anti-covid-19 est un bien public mondial. Il sera étudié dans le cadre des théories pour la plupart économiques structurant le management public. Ainsi les théories du bien-être social (Bergson, 1938), des biens collectifs ou biens publics (Samuelson, 1954), des biens communs (Ostrom, 1990) et des biens publics mondiaux (Kaul et al., 1999) seront mobilisées pour donner du sens à la qualification de bien public mondial pour les vaccins contre la pandémie que le monde traverse.
520 _aThis paper argues that Covid-19 vaccines should be seen as global public goods. The theoretical framework used to make this argument deploys several economic theories that are the basis for public management. It selects the theories of social welfare (Bergson, 1938), collective or public goods (Samuelson, 1954), common goods (Ostrom, 1990), and global public goods (Kaul et al., 1999) for their ability to define “public.” These theories corroborate the proposition that Covid-19 vaccines should be deemed a global public good.
