520 _aAfter the terrible wars of the Revolution and the Empire, the European leaders, starting in 1813, under the influence of Great Britain, which alone in Europe had experience of parliamentary rule, would use a diplomatic method that would have more and more success: the diplomacy of conferences. This “concert of nations” maintained relative peace on the continent, with success until the middle of the century, and then more difficultly with the rise of nationalism. A cooperation among the still active great European powers that still could not prevent the explosion of 1914.
