520 _aThis article examines the presence of parliamentary institutions in authoritarian regimes in the Middle East (such as Afghanistan, Egypt, and Syria). These mechanisms subject the choices of rulers to a set of procedural constraints, which are not intended to favor them, but instead to legitimize them.
