520 _aDigital technologies, especially fintech (and quasi-fintech), do not in themselves have a defined ethical position. However, their use in particular contexts tends to reveal their potential impact on the societies in which they are used. This article analyzes the use of technologies, especially financial technologies, in the context of the war in Ukraine, and shows how this reveals the extent of their potential use, outside of what is intended (or desired) by their creators. In doing so, it shows that the multifaceted, adaptive, malleable, and generative nature of these technologies leads to a constant negotiation of their use by all the actors involved (users, developers, regulators...). These examples show that this use contributes to feeding polycentric governance systems.
