520 _aMicrofinance institutions (MFIs) have the dual mission of achieving both financial and social goals. However, their performance often focuses on the financial side, which affords them financial security. This leads them to ignore smaller loans, which are less profitable because recipients have no collateral to offer. The government of Benin has decided to set up a mechanism to facilitate access to loans by these poor borrowers. We propose here a tool for targeting MFIs that are able to implement this mission at lower cost.
