520 _aFollowing a common sense based inquiry (Dewey, 1993), this study uses tools from the sociology of justification (Boltanski and Thévenot, 1991) to identify and analyse the judgement criteria and the senses of justice of actors, legitimised by their engagement in various hybrid forums (Callon et al., 2001). In the course of this participatory and deliberative process, in our case the revision of the Quebec land use planning and development scheme (2015-2020), these criteria may cause them to reconsider the value chains guiding public action in matters of territorial development.
