520 _aThe Constitutional Council is one of the successful creations of the Constitution of the Fifth Republic. But the French Constitution is, itself, the result of the rulings of the Constitutional Council. The unity of the State is based on the Constitution as well as on the principle of unity of constitutional interpretation. Still, many questions remain, such as the expression of the right to submit a case to the Council, the control of European Union and Council of Europe law, the reform of the procedure to solve electoral disputes.
