520			_aSubject to its approval by a referendum in October 2016, the constitutional bill presented by the Renzi government and adopted by the two chambers represents a clear break with the “perfect” bicameralism established by the 1948 Constitution in Italy. This equal bicameralism, which shares the legislative power and the power of control between the two chambers both elected by direct popular suffrage, has faced several challenges since 2000. The parliamentary debate has led to a marginal strengthening of the powers of the Senate focusing on the defence of regional interests, but has not called into question the institutional imbalance introduced by the bill.
