Taking account of climate change at a territorial level rests with territorial actors and implies reliance on institutional and cognitive resources that are unequally developed among the French regions studied. Initially constructed as a scientific issue, climate change is likely to be addressed and politicized through the elections of ecologists to regional office, thus partially undermining the standardization and centralization of energy and climate policies.
